The Ministry of SMEs and Startups(MSS) is a government organization whose objective is to strengthen competitiveness and support innovation of Small and Medium-sized Enterprises (SMEs) and Micro Enterprises (MEs).

MSS's mission is to develop and implement government policies over the following three areas:

  1. Promoting Business Growth

  2. Fostering Business Start-ups

  3. Supporting Micro Enterprises

The ASEAN-ROK Start-ups Partnership was announced through the Co-Chairs’ Statement of the 2019 ASEAN-ROK Commemorative Summit, held on 26 November 2019 in Busan, Korea. The Partnership aims to expand networking, cooperation and knowledge sharing between ASEAN and Korea to ensure balanced development of the start-up ecosystem in both regions.

The Partnership is currently ongoing and implemented between the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) and the Ministry of SMEs and Startups of the Republic of Korea (MSS, ROK). The ACCMSME-MSS Policy Dialogue was formed as a consultation platform, through which activities under the ASEAN-ROK Start-ups Partnership are identified, discussed, planned, implemented and assessed.
